Disasters can result in fatalities and loss of property and livelihoods. A proactive approach towards the management of disasters promotes sustainable development and ensures effective disaster risk reduction. Although it is not possible to completely eliminate risk, extensive experience and practice in the past have demonstrated that the damage caused by any disaster can be minimized largely by careful planning, mitigation, and prompt action.

The MHDPP seeks to promote an integrated and coordinated approach to disaster management with special emphasis on preparedness by all role players involved in disaster management within SPA's ports.

The plan is therefore designed to ensure that SPA's ports can respond promptly and appropriately to a disaster event, as well as maintain or restore critical business functions in a timely fashion in the event of a material business disruption.
